Prepare work area – Line a cookie sheet with waxed paper. Trim the back side of each madeleine so it will lay flat. Melt pink and orange candy melts according to package directions.
Dip cookies – Dip the top ⅔ of each cookie in pink candy melts. Lay on waxed paper and allow to dry completely. Dip the top ⅓ of each cookie in orange candy melts. Lay on waxed paper and allow to dry completely.
Arrange cookies – Place cookies on a platter to look like they’re floating through the air. Lay a half piece of a mini Reese’s Peanut Butter Cup under each cookie to resemble a basket. In a microwave safe bowl, melt chocolate chips in the microwave and transfer to a Ziploc sandwich bag. Snip a very small corner off the bag and pipe a small line of chocolate onto the platter connecting the base of each cookie to the top of each peanut butter cup, resembling ropes. Allow to dry.
4. Serve – Dust mini cream puffs with powdered sugar and arrange amongst the hot air balloons to resemble puffy white clouds.
